Design and Implementation of Food and Nutrition Surveillance System in the Local Context

Introduction: Food and nutrition surveillance has been recognized as a fundamental strategy for achieving the Sustainable Development Goals and the 2030 Agenda.
Objective: Offer the fundamental elements for the design and implementation of a local Food and Nutrition Surveillance System.
Methods: Proceeded to identify variables and indicators to evaluate the management of local systems in family food security. The results of municipal diagnoses with a nutritional approach, the evaluation of the current surveillance system by components and attributes and the use of documentary analysis techniques, participant observation and action research were analyzed.
Results: The structure is defined in five basic stages and incorporates the processes of appreciation, analysis and action. The guidelines for its implementation include the creation of the Local Committee for Food and Nutrition Surveillance of an intersectoral nature and community participation and incorporates the new economic actors linked to the production, access, consumption and biological use of food. It includes the formulation of the intersectoral and community action plan, a monitoring, evaluation and feedback component.
Conclusions: The development of local food systems in the Cuban context, the technical and administrative decentralization of state institutions, the strength of governments to decide on the assigned resources, becomes an opportunity and a necessity to implement surveillance systems at this level for the planning, evaluation and monitoring of food and nutrition security in all its components.
