Strategy for the Elimination of Mother-to-Child Transmission of HIV and its Innovative Elements for Cuban Public Health
Abstract
Introduction: Cuba was certified as the first country in the world to eliminate mother-to-child transmission of HIV, which constitutes a reference as a management model for national and international health programs.
Objective: To describe the strategy for the elimination of mother-to-child transmission of HIV and its innovative elements in the Cuban public health framework.
Methods: A qualitative research was carried out using the historical-logical method, participant observation and documentary review as techniques.
Results: The following were identified as innovative elements: the management model based on combined prevention, the development of a community surveillance system by the line of HIV-positive women, which prioritizes adherence to antiretroviral treatment, social support and education, the continuous improvement of care for pregnant women with HIV, through the joint work of health personnel and civil society as peer educators and health providers; as well as the management of GOPELS and the gender and rights approach.
Conclusions: Cuban public health offered the HIV elimination strategy a platform for its development and this provided it with innovative theoretical and practical elements in the areas of health surveillance, care and participation of social sectors and key populations that interrelate with each other as a system, which has guaranteed the sustainability of the results.
