Confrontation of Cuban Public Health with COVID-19 And the Role of Intersectorality

Abstract

Introduction: Intersectorality is a management technology applied to the social practice of Cuban public health.

Objective: To present the experience of Cuban public health in confrontating with COVID-19.

Methods: Documents related to COVID-19 in Cuba were reviewed (qualitatively) and the experience of authors on the subject was compared to answer previously prepared questions.

Results: Cuban public health faced COVID-19 pandemic through intersectoral actions and community participation led by governments organized at the national, provincial and municipal levels, making possible the analysis of the determining factors, conditions and triggers of the intersectoral actions in each context. All sectors of the administration of local governments responded to the tasks of their responsibility, aimed at the preservation of human life. Compliance with the objectives was measured using indicators of social effectiveness, population satisfaction and intersectoral work. The effort developed provided practical experiences for the sustainability of intersectorality.

Conclusions: Government management strengthened Cuban public health's confrontation with COVID-19 from an intersectoral perspective, with the technical leadership of the health sector and the conscious participation of the government administration sectors and citizens.
