Building of a synthetic indicator to measure the impact of information and communication technologies on health

Abstract

Introduction: Information and Communication Technologies in health, for some years, have been experiencing a vertiginous growth. Along with their development, the introduction and generalization of them in the National Health System of Cuba have occurred.

Objective: To build a synthetic indicator to measure the impact of Information and Communication Technologies in the health sector.

Methods: A technological development study was conducted. The first proposal for the synthetic indicator was designed, and it was based on the International Telecommunication Union's indicator. It was submitted for consideration by a group of experts, who used qualitative and quantitative techniques.

Results: Components were defined. For its preparation, weightings, calculation and interpretation procedures were established; as well as for the proposed development index.

Conclusions: The epistemic and methodological bases were defined in terms of structure, scope and procedures for the building, calculation and interpretation of the synthetic indicator that allows measuring the impact of Information and Communication Technologies on health.
